Qatar, a country "hesitant to act against known terrorists", wins bid to host 2022 soccer World Cup - first Muslim nation to do so

Qatar has won the bid to host 2022 Soccer World Cup after beating competition from other countries, including the U.S., to become the first Muslim nation to do so.3,4

From a previous story posted here on this site, US embassy cables leaked by WikiLeaks had the following to say of Qatar.1 
The State Department labeled Qatar the worst country in the region for counterterrorism efforts. The country's security services were "hesitant to act against known terrorists out of concern for appearing to be aligned with the U.S. and provoking reprisals," according to one cable.1
England put in a bid to host the 2018 World Cup but lost out with Russia winning that competition.3,4 SkyNews reports that3
Many believe it paid the price for stories in the [English] media claiming corruption at the highest level of Fifa, football's world governing body.3
In an earlier report on this site of the cover-up by Brazilian authorities of the threat of terrorism there, the Associated Press said that2
The cable [leaked by WikiLeaks] from last December said that the Brazilian Foreign Ministry recognized for the first time last year that "terrorists could become interested in Brazil because of the award of the 2016 Olympics to Rio de Janeiro."2
As for Russia, UK's Daily Mail report on WikiLeaks cables said that they

painted Russia as being awash in corruption, with government officials, oligarchs and gangsters working hand-in-hand to create a 'virtual mafia state.' 

It said that, Jose Grinda Gonzalez, who is Spain's national prosecutor with ten years experience fighting Russian mafia, told the US on January 13 that
Russia, Belarus and Chechnya were 'virtual mafia states' and that for each of the countries 'one cannot differentiate between the activities of the government and organised crime groups.'

Comment: The whole thing looks dubious and terrorists must be thanking FIFA right now. 

Russia has problems (arguably due in large parts to the effects of previously being under atheist communism dictatorship), but they are not equivalent to or as bad as  terrorism of the Islamic kind.Previous similar or related stories:
